Larchmont might regulate noisy restaurants

LARCHMONT - Vittoria Conn tossed and turned in her bed Thanksgiving weekend, trying to filter out what she described as screaming she heard from neighboring restaurants.
"At 1:20 in the morning, I could simply take no more," she said. "I went outside barefoot and in my pajamas and saw kids running up and down the street screaming at each other. I remember seeing it and saying to myself, 'What the hell has happened to my neighborhood?' "
Conn lives in a downtown apartment building on Addison Street in an area zoned for both commercial and residential uses. She said nearby restaurants are too loud at night and would like to see the village strengthen the way it regulates them.
But the dual zoning in the area has prompted the village board to proceed with caution.
"The important thing to do is strike balance," Mayor Liz Feld said. "We have to maintain a thriving business district and address the quality-of-life concerns of our residents."
She said the village needed to evaluate its legislation regulating restaurants before it explored new laws.
"We're going to convene a meeting with all the restaurant owners to let them know that there have been some complaints and that they need to abide by the existing laws," Feld said.
A date for the meeting has not been set yet, but Feld said it would be before April 1, when restaurants apply for outdoor dining permits for the summer - a time when residents say noise traffic is at its worst during the year.
"This meeting is going to be mandatory," Feld said. "Nobody is going to get an outdoor dining permit unless they abide by the law."
The village board has said in past meetings it will draft amendments to its current laws regulating restaurants but hasn't set a date yet on when it will take action on them.
Cathy Johnson is an apartment tenant on Chatsworth Avenue. She said aside from legislation, restaurant owners need to have stronger control over customers.
"This noise has been happening just about every weekend for the past couple of years," Johnson said. "Some of the customers are yelling outside no matter what time of the night it is. The owners don't seem to be doing anything about it."
One of the restaurants she complained about was Chat 19, a popular grill a few buildings down that features live music on the weekends.
"We're more than happy to comply with the village about issues concerning noise," Chat 19 manager Frank Gratale said. "We've already tried moving our music from the front of the restaurant to the back of the restaurant to keep the noise down. We're trying to run a business as well as we can and if people are noisy there's only so much we can do about it."
